1. Preheat oven to 350°F. Spray a 9 by 13-inch baking pan with cooking spray.
2. In large bowl, beat cake mix with eggs, oil, and water for 1 minute on low speed and 2 minutes on medium speed. Transfer batter to pan. Bake for 35 minutes, until a cake tester inserted into the center comes out clean.
3. Slice 1 cup of the strawberries. Halve the other 2 cups. Top the cake with the sliced strawberries and 1 cup of the blueberries. Spread with Cool Whip.
4. Arrange the remaining berries in the shape of a flag on top of the cake. Refrigerate for at least 1 hour before serving.
