1. Stir broth, soy sauce, sherry, sugar, fennel seeds, and peppercorns in a saucepan. Bring to a boil. Simmer for 10 minutes. Cool slightly.
2. Place ribs, meaty side up, in a shallow pan and pour marinade over top. Cover and refrigerate overnight. Bring ribs to room temperature.
3. Bake at 350°F for 45 minutes, basting occasionally.
4. Preheat grill. Cook ribs on medium for 5 minutes per side (do not burn). Cut up ribs and arrange on platter. Sprinkle with scallions.
